TERMS OF REFERENCE
Position Title : Programme Assistant
Duty Station : Tunis, Tunisia
Classification : UG
Estimate Starting date : ASAP
Duration : 6 months, with possibility of extension

General functions:
Under the direct supervision of the Head of Programme and the overall guidance of the Chief of Mission in Tunis, the successful candidate will assist in the implementation and monitoring of Migration and Development projects at IOM Tunisia, including « Mainstreaming Migration into Development Planning” and “Development of Migrant Resource Centres & Web Information Services in Tunisia”. In particular, the incumbent will:
•       Assist the supervisor to liaise with governmental and non-governmental partners at the central and local levels, providing responsive and professional technical assistance;
•       Assist in the preparation of briefings and reports, both thematic and on specific projects, as required;
•       Advise the supervisor on the overall direction of IOM’s activities portfolio in Tunisia and act in lieu of the supervisor, upon request and in the absence of the latter;
•       Contribute to establishing and/or maintaining strategic and technical partnerships with relevant Government entities, civil society organizations, UN agencies and other stakeholders to promote IOM’s activities;
•       In consultation with the supervisor, monitor and keep track of project expenditures and ensure that they are in line with agreed budget; coordinate the submission of timely narrative and financial progress and periodic reports with the IOM mission’s finance/RM department;
•       In coordination with the supervisor, identify new programme and project possibilities in Tunisia, taking into account identified needs, expressed government interests, and donors’ priorities, and in line with IOM’s 12 points strategy;
•       Organize seminars, meetings and training sessions – as required by the projects – taking care of all administrative and logistical details, in consultation with the Head of Programme, and assisting the latter in the development of the methodological and substantive details;
•       Represent IOM at relevant seminars and meetings, as well as other events aimed at promoting IOM’s image and activities, as required;
•       Organize project related communications including a) drafting and sending, in consultation with the project manager, outgoing and receiving incoming documents (correspondence, minutes, memos, reports, briefing notes, graphic and statistical summaries, accounting spreadsheets, etc.), b) managing fax, telephone and e-mail communication, c) managing and updating mailing lists;
•       Professionally handle project related documents (i.e. keeping accurate records of daily correspondence, organizing and maintaining proper filing of all project related documents) and collecting project related information and submitting it to the supervisor as required; Liaise with relevant units for the procurement of the goods and services necessary for the implementation of the project activities, in compliance with IOM procurement rules and regulations;
•       Compile, summarize and enter data on project delivery; draft related status reports, identifying shortfalls in delivery, budget overruns, etc., and bring to the attention of supervisor;
•       Translate project related documents, identify professional translation services, if need be;
•       Contribute to maintain office directory in an up-to-date form, including directories of central and local governmental institutions and officials, diplomatic missions, international agencies and projects present in the country, NGOs, etc.;
•       Undertake site visits and duty travel as required;
•       Perform such other duties as may be assigned.
Desirable Qualifications and Experience:
Completed a university degree from an accredited academic institution, preferably in development, Political or Social Sciences, Law and/or has an equivalent educational/practical experience.
Minimum six (6) years experience in a development–related field, with a demonstrated ability to manage complex portfolios considered an asset.
Proven ability to establish and maintain strong working relations with relevant Government counterparts, UN agencies and nongovernmental organizations.
Sound knowledge of financial and administrative skills.

Languages:
Thorough knowledge of Arabic, French and English.
